Submission Mechanism

1- When does the benefit date start?

Those who took over the mandate of 2010-2016 and onwards benefit from this service.

2- How is the end of service indemnity calculated?

The end-of-service compensation for the Mayor is calculated as follows:

  • 2010-2016: twice the minimum wage for each actual year of service: 675,000 * 2 * 6 = 8,100,000 LL.
  • from 2016 onwards: 3 times the minimum wage for each actual year of service: 675,000 * 3 * 6 = 12,150,000 LBP.
  • The fraction of the year is calculated on a monthly basis, and the fraction of the month is a full month.

3- What are the conditions for accepting the application?

  • That the mayor submit his request personally, or delegate someone else under an official power of attorney issued by the notary public department.
  • That the Mukhtar has not been sentenced to any crime stipulated in Articles 18 and/or 21 of the Mukhtars Law.
  • For deceased mayors, the same conditions apply as in the case of a death assistance request.

4- When is the full end of service indemnity due?

It is paid in full at the request of the mayor or the beneficiary on his behalf incase of:

  • Termination of term (not elected for a new term)
  • Death
  • Resignation
  • Four consecutive states passed

5- How is the end-of-service indemnity calculated when it is not fully due?

It is calculated at the request of the mayor as follows:

  • 25% for the first term in the event that he is re-elected for a second term, and the mayor wants to withdraw his compensation before the end of the second term.
  • 50% for the first and second terms in case he was re-elected for a third term, and the mayor wanted to withdraw his compensation before the end of the third term.
  • 75% of the three states in the event that he is re-elected for a fourth term, and the mayor wanted to withdraw his compensation before the end of the fourth term.
  • In the event that the mayor is re-elected for a fifth consecutive term or more, he shall be paid for each year of the fifth term and the one that follows an additional amount equal to 50% of the basic amount.

Example: Mukhtar took over a full term 2010-2016 and was elected for a second term in the 2016-2022 term, and he applied for end-of-service compensation for the first term, and he is still exercising his duties to date, so he is only entitled to 25% of the value of the amount due for the 2010-2016 cycle, i.e. 8,100,000 * 25% = 2,025,000 LBP.

6- Documents required to request EOS Indemnity:

  • A copy of the identity card or an individual record of no more than 3 months old (or a certified copy of it)
  • A criminal record that is no more than 3 months old
  • A statement from the Governor/Qaimqam (for each session that the mayor took, the date of its beginning and end must be specified in the day/month/year)
  • A true copy of a power of attorney (in case of authorization) – attached as a link a form of a special power of attorney
    (If the agency is from abroad, the original agency must be certified by the Ministry of Foreign Affairs in Lebanon)
  • When the name of the mayor differs between the identity and the individual/family record extract, a statement of identification with the name must be brought from the local mayor

If the mayor is deceased:

  • Death certificate (True copy)
  • Legacy inventory (True copy)
  • A power of attorney for the heirs – attached is a form of a special power of attorney
    (If the agency is from abroad, the original agency must be certified by the Ministry of Foreign Affairs in Lebanon)
  • Agent ID
  • Identification documents for the heirs (extract of a family record that is no more than 3 months old or a certified copy of it)
  • A statement from the Governor/Qaimqam (for each session that the mayor took, the date of its beginning and end must be specified in the day/month/year)
    A statement from the Governor/Qaimqam in Articles 18 and 21 of the Mukhtars Law

Note: In the event of the death of one of the heirs of the mayor, a determination of the inheritance of the deceased heir must be brought and the names of his heirs should be included in the agency.

When submitting two requests for end-of-service compensation and death assistance to a deceased mayor at the same time, the mayor can attach a copy of the documents required for the compensation request with the death assistance request instead of bringing a second certified copy, provided that it is photocopied before coming to the fund.

1- When does the benefit date start?

Since the beginning of the term of 2010 and beyond.

2- What is the value of the assistance?

3 times the minimum wage: 675,000 * 3 = 2,025,000 LBP.

3- Who benefits from death assistance?

  • A person who was designated by the mayor for the fund with a prior request certified by a notary public.
  • The heirs of the mayor in case a person is not specified.

4- Deadlines for submitting a death assistance application

  • For the mayor who died before the decree was issued, the documents are submitted before a maximum period of 3 months from the date of the decree’s issuance, i.e. before the date of 8/1/2020.
  • Documents shall be submitted by the beneficiary within a maximum period of 6 months from the date of death for the deceased after the issuance of the decree.

5- Required Documents

  • Death certificate (true copy)
  • Legacy inventory (true copy)
  • Power of attorney for the heirs – attached is a form of a special power of attorney(If the agency is from abroad, the original agency must be certified by the Ministry of Foreign Affairs in Lebanon)
  • Agent ID
  • Identification documents for the heirs (extract of a family record that is no more than 3 months old or a certified copy of it)
  • A statement from the Governor/Qaimqam (for each session that the mayor  took, the date of its beginning and end must be specified in the day/month/year)
  • Acknowledgment that he didn’t benefit from another party.
  • When the name of the mayor differs between the identity and the individual/family record extract, a statement of identification with the name must be brought from the local mayorNote: A true copy of the guardianship or refusal of inheritance (if any) must be brought.

From the date of the issuance of the Services System Decree, i.e. after the date of 10/8/2019.

2- What is the value of the assistance?

Twice the minimum wage = 1,350,000 L.L for one time only

3- Required Documents

  • A certified and executed marriage document that dates back no more than 3 months from its issuance (true copy)
  • Family record extract or a true copy of it, not more than 3 months old
  • Acknowledgment of not benefiting from another party (form attached to the application)
  • A statement from the Governor/Qaimqam stating that the mayor is still in service to date
  • ID photo
  • A copy of the mayor card
  • A true copy of a power of attorney (in case of authorization) – a form of the power of attorney is attached. (If the agency is from abroad, the original agency must be certified by the Ministry of Foreign Affairs in Lebanon)
  • When the name of the mayor differs between the identity and the individual/family record extract, a statement of identification with the name must be brought from the local mayor

1- When does the benefit date start?

Those who have had a baby after the date of the issuance of the Services System Decree, i.e. after 10/8/2019, benefit from this service.

2- What is the value of the assistance?

Half of the minimum wage = 337,500 L.L for each newborn, up to 3 children only,

3- Required Documents

  • A certified and executed birth document that dates back no more than 3 months from its issuance (true copy)
  • Family record extract or a true copy of it, not more than 3 months old
  • Acknowledgment of not benefiting from another party (form attached to the application)
  • A statement from the Governor/Qaimqam stating that the Mukhtar is still in service to date
  • ID photo
  • A copy of the mayor card
  • A true copy of a power of attorney (in case of authorization) – a form of the power of attorney is attached. (If the agency is from abroad, the original agency must be certified by the Ministry of Foreign Affairs in Lebanon)
  • When the name of the mayor differs between the identity and the individual/family record extract, a statement of identification with the name must be brought from the local mayor

Notes:

  • Mayors who are not committed to applying the text of Law 273/2001 and its amendments, especially with regard to the third and fourth articles, are prohibited from benefiting from the following case: If the mukhtar does not commit to affixing the stamp to all transactions, statements and endorsements issued by him. A reasoned decision is taken by the board of directors in the event that non-compliance with the aforementioned law is proven, based on the proposal of the general manager and after duly warning the mayor.
  • The mayor does not benefit from a death assistance, a marriage grant, or a birth grant if he benefits from another party.
